OLMEX SA Wins €26.4 Million Polish Power Grids Contract for Reactive Power Compensation Systems

Warsaw, Poland - October 14, 2025

The Polish Power Grids Joint Stock Company (Polskie Sieci Elektroenergetyczne S.A. - PSE) has awarded a major contract valued at €26.44 million to OLMEX SA Research and Implementation Company for the design, delivery, and installation of reactive power compensation devices - Stage IIA (150 Mvar). The contract, published in the Official Gazette S 194/2025 on October 9, 2025, represents a crucial step in enhancing Poland’s national electricity transmission stability and energy efficiency.

Project Overview

The project, officially designated under Tender ID: 2023/WNP-0288, covers the design, manufacture, delivery, assembly, and commissioning of advanced reactive power compensation devices at PSE’s designated substations. These devices are essential to maintaining voltage stability, improving power quality, and supporting the integration of renewable energy sources into Poland’s high-voltage transmission grid.

The initiative forms part of Stage IIA of Poland’s broader grid modernization strategy, aligning with PSE’s commitment to ensuring secure and reliable electricity transmission across the country.

The contract duration runs from September 2024 to April 2028, underscoring a multi-year implementation framework for design, installation, and performance testing.

Procurement Details and Award Criteria

The open tender procedure, conducted under Directive 2014/25/EU and the Polish Public Procurement Law (Act of 11 September 2019), was launched via PSE’s online platform (https://przetargi.pse.pl) and attracted one electronic bid.

The evaluation was based primarily on price (86%), with additional technical and quality parameters, including:

  • Loss Value (6%)

  • Insulators with reduced partial discharge (2%)

  • Compensation choke quality (4%)

  • Electrically insulating oil quality (2%)

Following assessment, OLMEX SA emerged as the most advantageous bidder, offering a technically compliant and cost-efficient proposal.

The contract, signed on March 12, 2025, carries an estimated total value of €26,443,415.76 (excluding VAT), slightly below the initial estimated budget of €26.6 million.

Entities Involved
  • Contracting Authority: Polish Power Grids Joint Stock Company (PSE S.A.)

  • Winning Contractor: OLMEX SA Research and Implementation Company

  • Review and Mediation Body: National Chamber of Appeal (Krajowa Izba Odwoławcza)

Strategic Significance

The deployment of 150 Mvar reactive power compensation systems is vital for stabilizing voltage levels across the Polish transmission grid, particularly in regions integrating variable renewable generation. The project contributes directly to improving grid reliability, reducing transmission losses, and supporting Poland’s energy transition goals.

A senior PSE representative emphasized that this investment “represents another major milestone in reinforcing Poland’s high-voltage infrastructure to meet the growing energy demand and ensure system flexibility amid the evolving power landscape.”

Notably, the project is linked to the Connecting Europe Facility (CEF) 2014-2020, underlining its alignment with EU-backed initiatives to strengthen cross-border energy infrastructure and grid resilience.
