Renewable energy leader Orsted has awarded multiple legal services framework agreements worth a combined €11 million to leading international and Polish law firms to support its expanding offshore wind and clean energy activities in Poland. The awards, announced in the Official Journal of the European Union (OJ S 177/2025) on 16 September 2025, cover advisory work across mergers and acquisitions (M&A), transactional finance, and employment law for Orsted’s Polish subsidiaries and affiliated entities.
Comprehensive Legal Support for Offshore Wind Expansion
The procurement, titled “Polish Legal Services – Tender for Legal Services to Orsted in Poland”, was conducted under the EU Utilities Directive (2014/25/EU) and governed by Danish public procurement law. Orsted sought multi-lot framework agreements to provide ongoing legal support for its extensive portfolio of renewable energy projects in Poland, including the Baltica 2 and Baltica 3 offshore wind farms in the Baltic Sea.

These firms will advise Orsted on acquisitions, joint ventures, divestments, project financing, and merger clearance proceedings tied to the company’s growing Polish and European renewable portfolio. Each framework runs from 28 July 2025 to August 2027, with two optional one-year extensions.

The Warsaw-based firm will support Orsted’s Polish operations on employment relations, regulatory compliance, and HR documentation, ensuring alignment with local labour regulations and company policies.
Although initially planned, Lot 1 (general full-service legal coverage) - estimated at up to €5.75 million — was cancelled and will be relaunched, according to the official notice. Orsted received 15 requests to participate, but no winner was chosen for this lot.
Contract Scope and Structure
The awarded frameworks, collectively valued at €11 million, allow Orsted affiliates - including Orsted Polska, Orsted Baltica 2 and 3 Holding, and other entities under Orsted Wind Power A/S - to draw on the contracted firms for specialized legal services through call-off agreements.
Each framework balances quality (70%) and price (20%) as key evaluation criteria, reflecting Orsted’s focus on high-caliber legal counsel for complex, cross-border energy transactions.
