Leading Polish and international law firms have received a total of €11 million in legal services framework agreements from renewable energy leader Orsted to support its growing offshore wind and clean energy operations in Poland. The awards, which were published in the Official Journal of the European Union (OJ S 177/2025) on September 16, 2025, cover advisory work for Orsted's Polish subsidiaries and affiliated entities in the areas of employment law, transactional finance, and mergers and acquisitions (M&A).
Complete Legal Assistance for the Growth of Offshore Wind
The EU Utilities Directive (2014/25/EU) and Danish public procurement law oversaw the procurement, which was named "Polish Legal Services – Tender for Legal Services to Orsted in Poland." For continued legal support for its wide range of renewable energy projects in Poland, such as the Baltica 2 and Baltica 3 offshore wind farms in the Baltic Sea, Orsted looked for multi-lot framework agreements.The following contracts were given out by Orsted Services A/S on behalf of a number of connected Polish and Danish entities:
Lot 2 (€10 million): Transactional finance services and M&A
Three framework agreements were signed for high-value corporate, financing, and cross-border transactional legal services.

These companies will provide Ørsted with advice on merger clearance procedures, acquisitions, joint ventures, divestitures, and project financing related to the company's expanding renewable portfolio in Poland and Europe. Each framework has a two-year extension option and runs from July 28, 2025, to August, 2027.
Lot 3: Labour Law and Employment Services (€1 million)
Ørsted awarded a single framework agreement for employment and social security advisory services to:

In order to ensure compliance with regional labour laws and corporate policies, the Warsaw-based company will assist Orsted's Polish operations with employment relations, regulatory compliance, and HR documentation.
Lot 1: Full-Service Legal Advisory
According to the official notice, Lot 1 (general full-service legal coverage), which was originally scheduled to cost up to €5.75 million, was cancelled and will be relaunched. No winner was selected for this lot, despite Orsted receiving 15 requests to participate.
Structure and Scope of the Contract
Through call-off agreements, the awarded frameworks, which have a combined value of €11 million, enable Orsted affiliates, such as Orsted Polska, Orsted Baltica 2 and 3 Holding, and other companies under Orsted Wind Power A/S, to access the contracted firms for specialised legal services.
Each framework reflects Orsted's emphasis on top-notch legal counsel for intricate, cross-border energy transactions by balancing quality (70%) and price (20%) as important evaluation criteria.
