Description:
The subject of the order is the construction of a complex of multi-family residential buildings A, B, C, D, E, F with five above-ground floors with a multi-car garage on the ground floor of buildings E, F and a community center on the ground floor of building A, along with the development of the area at ul. Nadrzeczna in Kamienna Gora, on plots according to the land register no. 250, 252, 253, 254 and 255, district 0003 of the city of Kamienna Gora.

132 Act of 11 September 2019 Public Procurement Law (consolidated text, Journal of Laws of 2024, item 1320, as amended), hereinafter referred to as the "Act".
139 section 1 of the Act, the order of evaluation of offers is reversed (reverse procedure).
2.1. First, the Ordering Party will carry out an examination and evaluation of offers, and then will subjectively qualify the Contractor whose offer was rated the highest in terms of the lack of grounds for exclusion and compliance with the conditions for participation in the proceedings.
2.2. In connection with the use of this procedure, the Ordering Party does not require submitting a declaration with the offer, referred to in Chapter XI point 2 of the SWZ. The Ordering Party will require this declaration only from the Contractor whose offer was rated the highest.
2.3. If there are grounds for exclusion in relation to the Contractor whose offer was rated the highest, this Contractor does not meet conditions...
