• 1. This public procurement procedure is conducted in accordance with the provisions of the Act of September 11, 2019, Public Procurement Law (consolidated text: Journal of Laws of 2024, item 1320). hereinafter referred to as the Public Procurement Law, in the form of an open tender for pursuant to art. 129 section 1 point 1 in connection with joke. 129 section 2 and art. 132-139 of the Public Procurement Law. 2. The Ordering Party provides for the possibility of prior evaluation of offers, in accordance with Art. 139 section 1 of the Act. In such a case, the Ordering Party will first examine and evaluate the offers, and then will subjectively qualify the Contractor whose offer was rated the highest in terms of the lack of grounds for exclusion and the fulfillment of the conditions for participation in the proceedings. The ordering party applies the procedure specified in Art. 139 section 2 of the Public Procurement Law. The contractor is not obliged to submit, together with the offer, the declaration referred to in Art. 125 section 1, the Ordering Party provided in the SWZ for the possibility of requesting this declaration only from the contractor whose offer was rated the highest. 3. In the contract award procedure public communication between the Ordering Party and contractors takes place using the e-Procurement Platform, which is available at https://ezamowienia.gov.pl. 4. A contractor intending to participate in public procurement proceedings must: have an account of the "Contractor" entity on the e-Procurement Platform. 3.
