Description:
The subject of the order is the delivery of one, factory new heavy rescue and firefighting car (GCBA) for the PSP poviat headquarters in Gniezno.
Justification: Due to the delivery of one vehicle, division of the contract in question into parts It is impossible. The Employer does not allow the submission of variant offers and in the form of electronic catalogs. A detailed description and manner of implementation of individual parts of the order is contained in OPZ, which is Annex 3 to SWZ.
The contracting authority provides for the use of the so -called inverted procedures, Fr. referred to in art. 139 para. 1 of the Act on Public Procurement Law, i.e. the Employer will first examine and evaluate the offers, and then perform the subjective qualification of the Contractor, whose offer has been rated the highest, in the scope of the lack of grounds for exclusion and meeting the conditions for participation in the procedure.
Pursuant to art. 257 P.C., the contracting authority provides for the possibility of annulment of the proceedings in question, if the public funds that the contracting authority intended to allocate to finance all or part of the contract, were not granted to him. The Employer may annul the procedure for awarding the contract before the expiry the deadline for submitting bids, if there were circumstances causing that the proceedings be continued to be unjustified.
