- The subject of the order is the delivery of one, factory new heavy rescue and firefighting car with the function of supplying water for living purposes (GCBA) for the PSP poviat headquarters in Nowy Tomyśl. The contracting authority does not allow partial offers. Justification: Due to the delivery of one The vehicle is divided into parts in question, it is impossible. The Employer does not allow the submission of variant offers and in the form of electronic catalogs. A detailed description and manner of implementation of individual parts of the order is contained in OPZ, which is Annex 3 to SWZ. Ordering provides for the use of the so -called inverted procedure referred to in art. 139 para. 1 of the Act on Public Procurement Law, i.e. the Employer will first examine and evaluate the offers, and then make the subjective qualification of the Contractor, whose offer has been the highest rated, in the scope of the lack of grounds for exclusion and fulfillment conditions for participation in the procedure. Pursuant to art. 257 of the Public Procurement Law, the contracting authority provides for the possibility of annulment of the proceedings in question, if the public funds that the contracting authority intended to allocate to finance all or part of the contract, were not granted to him. The contracting authority may annul Order proceedings before the deadline for submitting bids, if there were circumstances causing that the proceedings be continued to be unjustified.
