Description:
1. The subject of the order is to grant a long-term loan in an amount not exceeding PLN 5,700,000.00 (in words: five million seven hundred thousand zlotys) intended to finance the planned deficit, amount of PLN 2,678,800.00, and the repayment of previously incurred credits and loans, amount 3 021,200 PLN.
2.Quality standards of the features of the subject of the order:
A loan is an agreement under which the Bank provides a specific amount to the Ordering Party money for a specific period and purpose, in exchange for remuneration in the form of interest and possibly commission. The features of credit are: reflexivity, expediency and payment. The parameters, i.e. the period in which the money will be refunded and the purpose for which the Ordering Party borrows it, must, in accordance with applicable regulations, be precisely defined in advance by the decision-making body. This also applies to the form of security for loan repayment. Consequently, an issue that can be regulated is limited to the payment for lending money (commission and interest), i.e. the price. The very object of making money available - money - cannot be the subject of qualitative standardization at the level of the tender procedure, and it is not subject to "life cycle" costs within the meaning of the Public Procurement Law.
