- 1. PART I - GENERAL DESCRIPTION OF THE PROJECT
1.1. The purpose of the Procedure is to select a Private Partner who will conclude a Partnership Agreement with the Public Entity for joint implementation of the Project.
1.2. The subject of the Partnership includes the joint implementation of the Project, based on the Local Development Plan applicable to the Real Estate, Urban and architectural concept, SWZ, Offer and Partnership Agreement, the aim of which is to develop the investment area and create a generation source.
1.3. The basis for the Project is the construction and operation of a source of heat energy to power the city system. district heating in Ustka.
1.4. It is assumed that a heat energy source will be constructed in three technological variants:
Technological Variant No. 1: construction of new sources of heat energy generation in renewable energy technology with a total installed capacity of 4.5 MW, consisting of high-parameter air heat pump (suggested power 3.1 MW) and optionally biomass boiler (suggested power 1.4 MW). The source will work at the base of the system, covering the heat demand for heating purposes and domestic hot water. The estimated amount of energy will be 114,422.68 GJ/year, which will be 57.60% of the annual demand for heat energy for the heating system.
