- The description of the subject of the order was presented in detail and included in Annex No. 1 to SWZ No. ZPI.271.12.2025
1. The Contractor should read the tender documentation and clarify any possible inaccuracies or omissions with the Ordering Party on the basis of the provisions of the Public Procurement Law.
2. The ordering party does not allows the submission of partial offers.
3. Reasons for not dividing the order into lots:
1) The contract for the collection of municipal waste is homogeneous, i.e. it covers services of the same type, therefore it is not possible to divide the contract into parts according to the criterion qualitative. It does not include services that can be separated and covered by separate proceedings. Making a division within a homogeneous service will increase the costs of order execution and will make the coordination of the order more difficult.
2) Control of one entity performing the order will improve supervision of the service provided, in particular in the context of stringent provisions of broadly understood environmental protection law.
3) In the case of division into parts, there is a risk of obtaining different prices for the service in each part, and this may result in social protests in scope of fees for municipal waste management, differences may also occur in the quality of services provided despite meeting the requirements contained in the SWZ (various types of containers, bags) and in the scope of services provided to residents (a contractor providing the service in one part may wy... - Documents:
