The public procurement procedure is conducted as an open tender pursuant to art. 132 et seq. of the Act of September 11, 2019 - Public Procurement Law (Journal of Laws of 2024, item 1320, as amended), hereinafter also referred to as "Pzp". The Ordering Party envisages the use of the so-called reverse procedure referred to in Art. 139 section 1 of the Public Procurement Law, i.e. the Ordering Party will first perform examination and evaluation of offers, and then will subjectively qualify the Contractor whose offer was rated the highest in terms of the lack of grounds for exclusion and the fulfillment of the conditions for participation in the proceedings.
