The Ordering Party will ask a contractor who has not fulfilled a previous order, performed it improperly or refused to sign the contract, to participate in the proceedings. The Ordering Party reserves the right to the possibility of reducing or increasing the quantity of ordered equipment up to the amount of financial resources available or giving up completely. The ordering party requires that the equipment be brand new.
