These proceedings are conducted in an open tender procedure pursuant to art. 132 of the Public Procurement Law, using the procedure referred to in art. 139 of the Public Procurement Law The inverted procedure (i.e. the Employer will first examine and evaluate the offers, and then perform the subjective qualificationThe Contractor, whose offer has been rated the highest, regarding the lack of grounds for exclusion and fulfillment of the conditions for participation in the procedure) and this specification of the contract terms, hereinafter referred to as SWZ.Contractors referred to in art. 94 pzp.
