132 of the Act of 11 September 2019 - Public Procurement Law [hereinafter also called the "PZP" Act]. The contracting authority provides for the use of the so -called procedures inverted referred to in art. 139 paragraph 1 of the Public Procurement Law, i.e. the Employer will first examine and evaluate the offers, and then perform the subjective qualification of the Contractor, whose offer has been the highest rated, in the scope of no grounds for exclusion, and meeting the conditions for participation in the proceedings.
