• Tenders are invited for Technical Advisory Services on Implementation of State Purchasing Strategy in Poland The World Bank has been requested by the Ministry of Economic Development and Technology of Poland to support implementation of the State Purchasing Strategy (SPS) and improve performance of the public procurement system in three thematic focus areas related to the SPS-s priorities: professionalization, green public procurement, and MSME. Components A and C of the Reimbursable Advisory Services focus on:A) Enhancing skills and qualifications of public procurement practitioners which has been a key driving force behind the efficient and effective public procurement system. Following the EC recommendations, the SPS will support the overall improvement of the whole range of professional skills and competences, knowledge and experience of the people conducting or participating in tasks related to procurement.C) Identifying barriers to increase MSMEs development potential and increasing their access to the public procurement market. Winning a government contract provides growth and employment benefits to MSME. Through various policy and operational tools, including financial incentives, the SPS will further allow enhancing competition and participation of MSMEs in public procurement. In this context, the World Bank seeks to hire an international consultant to provide technical advisory services to support the implementation of activities as follows:• Under Component A, the international consultant will be part of a multi-disciplinary team of World Bank local and international experts who will review the current status of Professionalization of public procurement professionals in Poland in line with the recommendation of the European Commission (EU) 2017/1805 of October 3, 2017, on the professionalization of public procurement. The consultant will lead the elaboration of the guidelines to support the implementation of the competency framework and training curriculum, in accordance with ProcurCompEU, the tool designed by the European Commission to support the professionalization of public procurement and taking into account provisions of the State Purchasing Strategy. This will allow building more sustainable and solid structures and improve professional skills and competences of persons carrying out procurement related tasks. In addition, the Bank will engage various stakeholders during the drafting process to get their feedback. the international consultant shall provide inputs to the assessment of the current status of professionalization in Poland and elaborate guidelines for the implementation of ProcurCompEU. • Under Component C, the international consultant shall provide technical advisory services for a baseline study of the SME/public procurement nexus in Poland. The objective of the study is to gain a comprehensive qualitative characterization of SME access to and participation in Poland-s public procurement market, based on which a comprehensive package of policy recommendations and an action plan to improve the participation of SMEs in Poland-s public procurement market will be prepared. A local consultant, to be identified, will implement the first phase of the study, based on the following methodology: (i) identification of stakeholders; (ii) hold focus groups and interviews with key stakeholders to collect their perspectives on the SME/public procurement nexus in Poland; and (iii) clean and tabulate the qualitative data. The technical advisory services, as described in this SOW, will complement the local consultant-s work; further details are provided below.
